Brief DescriptionImplement the 'low energy and carbon' sustainability priority for the Route Services directorate through strategic coordination. Oversee the Decarbonisation Programme within Route Services, offering expertise in energy and carbon to efficiently allocate the carbon budget. Support Route Services by developing strategies for energy and carbon reduction, creating alignment with obligations and exploring additional opportunities to meet ambitious decarbonisation goals.

Locations: Nationwide The Route Services Environment & Sustainable Development (E&SD) team is responsible for providing strategic steer and expert technical input on all aspects of Environment & Sustainable Development across Route Services, supporting and enabling the organisation to meet its compliance obligations, manage risks, maximise opportunities and build capability to deliver sustainable outcomes.
The Health, Safety, Sustainability (HSS) team provide subject matter advice, assurance, direction, and support to Route Services business areas, delivering on the HSS strategy, on high-risk areas of improvement and Occupational Health and Wellbeing. The team takes a lead role on all areas of HSS by providing support to Route Services functional teams and working with them to deliver strategic HSS objectives to support the business with a Railway Fit for the Future, Everyone Home Safe Every day and Everyone Fit for the Future.
In this role, you will provide support to the Route Services Environment & Sustainable Development team which is responsible for enabling the organisation to meet its compliance obligations, effectively manage risks & opportunities and deliver the most sustainable solutions (products & services) to its customers. The role will include collating and process business intelligence information, providing advice and guidance on technical environmental queries and supporting E&SD comms and campaigns including sustainability moment of the week.
The RS E&SD Team is a nationwide team which involves travel to any site, supplier or activity across the Route Services' Portfolio. The post holder will be expected to attend regular team meetings in Milton Keynes and London as well as occasional travel across the country for site visits. Main Responsibilities:
- Supervise the execution of the low energy and carbon strategy priority across Route Services (RS) including co-ordinating the strategic actions needed to establish a robust decarbonisation programme.
- Establish Route Services' Decarbonisation requirements, milestones, and targets in accordance with Network Rail's national and regulatory carbon reduction commitment, facilitating the development of a revised 'low energy and carbon' roadmap for Route Services aligned with the Route Services Sustainability Framework and National Decarbonisation Programmes.
- Offer authoritative expertise in utilities management, energy efficiency and carbon reduction to the Executive leadership team, function programme leads, and project delivery teams. Utilise expertise to enhance overall energy efficiency and achieving substantial carbon reduction within Route Services.
- Direct Route Services' decarbonisation panel, guiding discussions and pivotal decisions among senior stakeholders to assess funding allocations and select decarbonisation projects for implementation.
- Develop a comprehensive summary of Route Services' progress against its decarbonisation programme by collaborating with programme representatives and multiple information sources in order to create a consolidated overview showcasing performance against strategy commitments.
- Identify and prepare decarbonisation business cases, bids and proposals with stakeholders that will assist in achieving carbon reduction objectives.
- Oversee Route Services' emissions reporting dashboard. Monitor, track, and forecast carbon performance, providing ongoing intelligence to key stakeholders. Collaborate with specific delivery partners to enhance and update data for improved accuracy and insights.
- Represent Route Services in national steering groups and maintain critical connections with regional and national colleagues, including active involvement in several energy and carbon steering groups. Collaborate with third party industry partners on behalf of Route Services.
- Assure the decarbonisation plans and delivery outputs and outcomes against the 'low energy and carbon' priority in the Route Services Sustainability Framework in order to develop overall status of programme effectiveness.
- Identify and assess opportunities for improvement, specify industry best practices, and drive innovative solutions in order to find practical solutions for complex decarbonisation challenges, including research into cutting-edge technologies.
What essential skills and experiences are required? Essential - Batchelors degree in Engineering or demonstrable equivalent experience/qualifications
- Chartered Membership of a recognised professional body (such as EMA, CIBSE, the Energy Institute, IMechE, IET) or working towards it.
- Proven track record in energy management, carbon reduction, or related sustainability roles.
- Good understanding of energy and carbon management processes and techniques and current energy, carbon, and environmental legislation
- Demonstrated expertise in applying specialised energy and carbon management system standards or related certification benchmarks, (such as ISO 50001, ISO 14064, LEED, BREEAM Infrastructure and PAS 2080) within organisational frameworks.
- Excellent communication, negotiation, and stakeholder engagement skills for effective liaison with diverse audiences.
- A strategic thinker with problem-solving skills and the ability to navigate complex challenges in a dynamic environment with minimal supervision.
- Proficiency in data analysis and strong report and proposal writing skills with experience in presenting data insightfully.
- Demonstrates a deep understanding of utilities and building systems and services to provide a level of insight and ability to help develop and challenge specifications.
Desirable - Educated to advanced degree level - MBA or similar.
- Experience in transferring own skills and/or mentoring of other staff and creating joint/collaborative initiatives. Ability to identify and analyse trends in consumption and costs to drive efficiencies.
- Experience of introducing new processes and techniques to build momentum for change in complex and inert/change adverse environments.
- Demonstrable skills in multifaceted project management, leading initiatives from conception to implementation (e.g. PRINCE2).
- Knowledge of Network Rail's or/and asset rich industries' systems and processes.
