Brief Description
In the Regional Energy & Carbon Manager lead the management of the Regions energy and utilities portfolio. This includes the management and delivery of the energy renewal projects across the Region.
About the role (External)
Key Accountabilities -
1. Develop, lead and manage the implementation of the Regions Energy Strategy to achieve a reduction in energy usage, lowering costs and CO2 in accordance with NR targets.
2. Manage NR contracts and relationships with major utility suppliers and undertake internal and external stakeholder engagement to co-ordinate and contribute to negotiation of new contracts.
3. Responsible for the implementation of energy related processes within the team, to enable strict standards and governance around energy management services. Implement initiatives to improve and maintain good energy management behaviors.
4. Produce reports for senior management that monitor KPIs and utility metrics. Oversee the billing and validation of the Region's utilities (water, gas and electricity) meters and their associated bills which are generated across the route NR estate.
5. Responsible for the timely resolution of utility metering and billing queries, responding to customer enquiries and complaints and running a query log. Lead, develop and motivate route colleagues and build a coherent operational service delivery team.
6. Manage processes and procedures effectively that enable all relevant records to be up to date, all energy bills to be validated, authorised, paid and recovered within laid down timescales.
7. Develop and implement new administrative systems such as record management, to enable structured continuous improvement;
8. Lead energy and carbon projects so they are delivered on time and to agreed quality in accordance with corporate processes, standards and guidance in a manner that minimises disruption to business performance;
9. Act as the Region's lead for utilities. Represent the Region in national policy, procedure and strategy development.
10. Lead and manage in-year cost recoveries from third parties.
Essential
• Educated to degree level or equivalent relevant experience
• Able to demonstrate a deep understanding of the utilities category with recognised utilities improvement skills and expertise
• Proven experience of contract negotiation
• Detailed knowledge of good practise data analysis and reporting / presentation processes and techniques
• Comprehensive knowledge of operational utilities practices
• Successful experience of delivering energy reduction / generation programmes
• Successful experience of implementing good Project Management discipline
• Demonstrable excellent information management skills with ability to direct and undertake data manipulation and detailed analysis of operational energy use
• Demonstrable ability to work with suppliers to improve their billing and query management processes to enable smoother management of contracts
• Able to demonstrate excellent report writing and presentation skills
• Good understanding of risk assessment/loss control tools and techniques.
• Understanding of commercial energy and utilities arrangements
Desirable
• Membership of a suitable professional body
• Experience of introducing new processes and techniques to effect structured continuous improvement
• Knowledge of railway assurance processes
• Knowledge of management of utilities with a railway environment
